The Town Council aims to ensure that residents, local businesses and visitors are satisfied with the services it delivers. If you do want to discuss a local issue or any aspects of service delivery, you can contact us in the following ways:

Before contacting the Council, please check that your concern or issue relates to a Town Council service. In many cases, front line services are the responsibility of Cornwall Council. Cornwall Council has a report something option  https://www.cornwall.gov.uk/report-something/ on their website where you can report may issues quickly. The Town Council’s phone system can also connect you directly to their switchboard.

Making a Complaint

Please contact us to discuss an issue, before making a complaint, as we aim to resolve most matters through dialogue. If you do want to make a complaint, and you are certain it relates to a Town Council service, you can download a copy of our complaints policy and the form below. Please note, we can only consider a complaint submitted on the correct form, included in the policy pack and at the following link.

Complaints Policy and Procedure

Not all complaints can be dealt with under the Council complaints policy. There are important exceptions in law:

Councillors Code of Conduct

Complaints about the conduct or behaviour of an individual councillor, are dealt with under the councillors’ code of conduct. There is a single Code of Conduct which sets out the standards of behaviour expected of all councillors in Cornwall, whether Cornwall, Town or Parish Councillors and has been adopted by the Town Council. Complaints are managed by a Cornwall Council legal officer, called the monitoring officer. You can view the Council’s adopted code at the link above, and should you wish to, make a complaint directly to the Cornwall Council monitoring officer.

Please note: Complaints made under the Code of Conduct are to relate to the actions of an individual Councillor only, and not a Council service.

Before you make a code of conduct complaint, it is important to read the guidance included with both versions of the form. It will help you see what kind of information you need to give to make sure that your complaint is properly considered.

You must make a code of conduct complaint in writing and the conduct you are complaining about cannot have occurred more than 3 months ago. Please ensure to include your email address.

Other Exceptions to the Complaints Process

Officers and staff of the Council implement the Council’s decisions. The complaints policy, therefore deals with Council policy and decision making. A complaint against an officer’s individual conduct must be made to the Council and be considered under the Council’s adopted disciplinary policy.

The Local Government & Social Care Ombudsman (LGO) is responsible for handling complaints against principal councils and some other public sector organisations. But it does not have any jurisdiction in respect of a local council, such as St Ives Town Council, except in some limited circumstances.

Alleged Financial Irregularity

Local electors have a statutory right to object to a Council’s audit of accounts (s27.(1) of the Local Audit and Accountability Act 2014).

Alleged Criminal Activity

This should be reported direct to the police.
